Regular Town Board Meeting Minutes
February 10, 2026 – 6:30 p.m.
1. Call to Order
Chairperson Gary Peterson called the regular Town Board meeting to order at 6:40 p.m.
2. Roll Call
Present: Gary Peterson (Chairperson), Mary Peterson (Supervisor), Gerald Tutor (Supervisor), Jon Winter (Clerk),
Joanne O’Hara (Treasurer).
3. Approval of Prior Meeting Minutes
Motion by Chairperson Gary Peterson, seconded by Supervisor Mary Peterson, to approve the minutes of the
previous three meetings. Motion carried.
4. Treasurer’s Report
The Treasurer presented the monthly financial report: Checking: $52,361.10, Savings: $430,712.20
Total (Checking & Savings): $483,073.30, Other Money Market Accounts: $323,066.03
Motion by Supervisor Mary Peterson, seconded by Supervisor Tutor, to approve the Treasurer’s Report. Motion
carried.
5. Confirmation of Previous Month’s Bills
The Board reviewed previously paid bills. Check numbers 25219 to 25222 totaling $6,442.57.
Motion by Supervisor Tutor, seconded by Chairperson Gary Peterson, to confirm payment of the prior month’s
bills. Motion carried.
6. Current Bills for Payment
The Board reviewed current bills for payment. Check numbers 25223 to 25255 totaling $54,039.40
Motion by Supervisor Gary Peterson, seconded by Supervisor Tutor, to approve payment of current bills. Motion
carried.
7. Correspondence
Douglas County Sheriff’s Department report received.
Wisconsin Towns Association meeting notice – May 19 at 7:30 p.m., to be held at the Town Hall.
Follow-up regarding Erickson garbage fee inquiry; documentation pending.
Letter from Inspector Rob Agency LLC for inspection fees. Building Inspector Fee Update approved:
Base fee $725 up to 800 sq. ft., $0.45 per sq. ft. over 800 sq. ft., $0.25 per sq. ft. for unfinished areas.
Motion by Supervisor Tutor, Second by Chairperson Gary Peterson to approve fees, Motion Carried
Brief Public Comment
Lindsay Madvig inquired about purchasing Town-owned property on Middle River Road, a former dump site. The
board discussed potential liability concerns and does not see a sale as a possibility.
8. County Supervisor
Written County update reviewed, including the Sheriff department in the demonstration phase of body cameras,
tax collection, overdose statistics, highway construction planning, forestry updates, and Superior Days legislative
discussions. County committees will start meeting again at the end of February.
9. Town Board
Discussion held regarding ARPA eligibility and documentation requirements. The clerk confirmed that
expenditures must be documented and that final reporting must be completed.
10. Fire Department and First Responders
Report by Nova Nordrum: 3 medical calls, 1 lift assist, 1 structure fire. Training ongoing.
Electrical bid for Fire Hall upgrades: $900. Motion by Chairperson Gary Peterson, seconded by Supervisor Tutor, to
approve electrical work. Motion carried.
AED pads are to be replaced, and an inspection checklist is to be implemented. Discussion regarding the future
30,000-gallon water holding tank. No action taken.
11. Town Employees and Roads
Snowplowing operations ongoing. Discussion regarding purchase of roadside mower ($18,000) and grader blade
($10,000). Further review next meeting.
12. Building Permits and Zoning Issues
No new building permits. Four camper renewals processed by Douglas County
13. Town Audit
Audit progressing; continued coordination with the auditor.
14. Jeremy Winans Salvage Yard – Conditional Use
Clerk to draft a letter or resolution confirming that the Town has no objection to the property sale, for review at
the next meeting.
15. Equipment
Further review of mower and blade pricing deferred to next meeting.
16. Chairs
Motion by Supervisor Gerald Tutor, seconded by Supervisor Gary Peterson, to purchase seven chairs from Uline at
$320 each. Motion carried.
17. Website
Website proposals reviewed (MuniBit, TownWeb, Computing Done Right, Footprint Marketing). Clerk to gather
additional information and report next meeting.
18. Telephones
Discussion regarding BrightSpeed costs and alternative provider pricing. Demo phone from 1Call Telecom is in the
office for us to try. Currently, Spectrum is not an option. Should keep checking every 3 months. Norvado is also not
an option at this time. Clerk to obtain comparison pricing, additional information, including improvements to the
current internet.
19. ARPA
Security camera proposal from Advantage: $636.72 plus tax.
Motion by Chairperson Gary Peterson, seconded by Supervisor Gerald Tutor, to approve purchase using ARPA
funds. Motion carried. Final ARPA reporting due March 2026, with funds spent by the end of 2026.
Future Business for Next Meeting
Mower and blade decision, website selection, telephone pricing, and salvage yard review.

Motion by Supervisor Gerald Tutor, seconded by Supervisor Mary Peterson, to adjourn. Motion carried.
