Regular Town Board Meeting Minutes
May 12, 2026 – 6:30 p.m.
1. Call to Order
Chairperson Gary Peterson called the regular Town Board meeting to order at 6:30 p.m.
2. Roll Call Present: Gary Peterson (Chairperson), Mary Peterson (Supervisor), Gerald Tutor (Supervisor), Jon Winter (Clerk), Joanne O’Hara (Treasurer)
3. County Supervisor Report (moved up in order from the agenda)
County Supervisor Scott Luostari presented a report that included:
* Recent County Board organizational meeting updates and committee appointments. * Information regarding the upcoming Douglas County Towns Association meeting. * Highway Department updates including bridge washing, pothole patching, equipment maintenance, and the upcoming County Highway B bridge replacement project. * Staffing updates within the Highway Department. * Land Development and Zoning updates, including conditional use permits, hobby farm requests, telecommunications tower applications, and permit activity. * Administrative and committee meeting updates. * Discussion regarding cleanup efforts at a nuisance property within the county.
Questions were asked regarding county properties and zoning matters.
4. Approval of Prior Meeting Minutes for April 14th and April 30th
Motion by Supervisor Gerald Tutor, seconded by Chairperson Gary Peterson, to approve the minutes. Motion carried.
5. Treasurer’s Report
Treasurer Joanne O’Hara presented the monthly financial report: Checking: $57,712.88, Savings: $152,090.52, Total: $209,803.40, Other Money Market Accounts: $323,315.33
Motion by Supervisor Gerald Tutor, seconded by Supervisor Mary Peterson, to approve the Treasurer’s Report. Motion carried.
6. Confirmation of Previous Month’s Bills, Checks 25336 to 25345, total of $24,143.63
Motion by Chairperson Gary Peterson, seconded by Supervisor Gerald Tutor, to confirm payment of the previous month’s bills. Motion carried.
7. Current Bills for Payment were reviewed. Checks 25346 to 25382 total of $18,710.73
Motion by Supervisor Gerald Tutor, seconded by Chairperson Gary Peterson, to approve payment of the current bills. Motion carried.
8. Correspondence
Discussion was held regarding the Douglas County Towns Association meeting to be held at the Town of Lakeside Town Hall on May 19, 2026.
Brief Public Comment
No public comments were recorded.
9. Town Board Report
A discussion was held regarding dog licensing notices that were not mailed with this year’s tax statements.
After discussion, the Board agreed that dog licenses would not be enforced for 2026 due to the Town’s failure to send notices. Any payments already received will be refunded.
Discussion was also held regarding nuisance beaver activity affecting several town roads.
Information was presented regarding USDA Wildlife Services and available nuisance beaver control programs.
Motion by Chairperson Gary Peterson, seconded by Supervisor Gerald Tutor, to contract with USDA Wildlife Services for one year to provide nuisance beaver control services for multiple sites, subject to obtaining any necessary landowner permissions. Motion carried.
10. Fire Department and First Responders
Fire Chief Nova Nordrum was absent. No report was presented.
11. Town Employees and Roads
Mark Saari reported on ongoing road maintenance activities.
Discussion was held regarding seasonal maintenance, mowing, trimming, and painting of Town facilities.
12. Building Permits and Zoning Issues
Address assignments received from Douglas County Zoning were reviewed.
A driveway permit application for Seth and Sarah Erickson was presented.
A discussion was held regarding driveway culvert installation standards and the Town’s oversight of future installations.
Motion by Supervisor Gerald Tutor, seconded by Chairperson Gary Peterson, that the Town offer assistance with the installation of driveway culverts when applicants provide the culvert and gravel, or alternatively require Town supervision of installations completed by applicants. Motion carried.
Motion by Chairperson Gary Peterson, seconded by Supervisor Gerald Tutor, to approve the driveway permit for Seth and Sarah Erickson, contingent upon compliance with Town requirements and payment of the required permit fee. Motion carried.
Old Business
13. Town Audit
Treasurer O’Hara reported that no new information had been received regarding the Town audit.
The Board requested an update from the auditing firm regarding progress and an estimated completion timeline.
14. Building Roof, Signs, and Paint
Chairperson Peterson presented updated roofing proposals from Northland Buildings.
The Board reviewed pricing for both 29-gauge and 26-gauge steel roofing materials and discussed anticipated lifespan, project timing, and possible underlying roof repairs.
Motion by Chairperson Gary Peterson, seconded by Supervisor Gerald Tutor, to accept the proposal from Northland Buildings for installation of a 26-gauge steel roof and authorize execution of the contract, including the required down payment. Motion carried.
Clerk Jon Winter will send thank-you letters to other firms that bid on roof and inform them of not being selected.
Discussion was also held regarding:
* Installation of no-parking and fire department signs.
* Future Town Hall signage.
* Painting of doors, posts, and exterior structures.
New Business
16. Road Survey Results
The Board reviewed the annual road survey results. Discussion focused on ditching, brushing, shoulder maintenance, drainage concerns, and beaver-related road issues. The Board agreed to focus first on priority road projects identified during the survey and complete additional inspections later in the season as time permits.
17. Gravel
Gravel quotations from Trusty Trucking and Olson Brothers were reviewed.
Discussion was held regarding gravel pricing, hauling distances, and delivery costs
Motion by Chairperson Gary Peterson, seconded by Supervisor Gerald Tutor, to continue purchasing gravel from Trusty Trucking for the 2026 season and seek formal bids again in 2027. Motion carried.
